Training of Trainers: Developing Scenario-Based Indicators Towards PAGTANAW 2050

A two-day capacity-building program titled โ€œ๐—ง๐—ฟ๐—ฎ๐—ถ๐—ป๐—ถ๐—ป๐—ด ๐—ผ๐—ณ ๐—ง๐—ฟ๐—ฎ๐—ถ๐—ป๐—ฒ๐—ฟ๐˜€: ๐——๐—ฒ๐˜ƒ๐—ฒ๐—น๐—ผ๐—ฝ๐—ถ๐—ป๐—ด ๐—ฆ๐—ฐ๐—ฒ๐—ป๐—ฎ๐—ฟ๐—ถ๐—ผ-๐—•๐—ฎ๐˜€๐—ฒ๐—ฑ ๐—œ๐—ป๐—ฑ๐—ถ๐—ฐ๐—ฎ๐˜๐—ผ๐—ฟ๐˜€ ๐—ง๐—ผ๐˜„๐—ฎ๐—ฟ๐—ฑ๐˜€ ๐—ฃ๐—”๐—š๐—ง๐—”๐—ก๐—”๐—ช ๐Ÿฎ๐Ÿฌ๐Ÿฑ๐Ÿฌโ€ was held on September 18-19, 2025, in Alabang, Muntinlupa City, to support the long-term visioning and strategic planning goals of the Department of Science and Technology (DOST).

The initiative brings together Regional Directors of DOST, along with their designated representatives, including Assistant Regional Directors, Provincial Directors, Planning Officers, Heads of Planning Units, Supervising Science Research Specialists, Senior Science Research Specialists, and Science Research Specialists from across the country.

The program aims to deepen participantsโ€™ understanding of PAGTANAW 2050, the countryโ€™s long-term vision, and to align institutional strategies accordingly. It also provides a structured platform for reflection, assessment, and innovation using foresight tools and methods. By embedding futures thinking into the planning process, the program enhances the capacity of participating institutions to anticipate challenges, harness opportunities, and pursue transformative action. Ultimately, the initiative seeks to foster a shared sense of ownership over the PAGTANAW 2050 vision, ensuring that strategies are both forward-looking and grounded in local realities.

This training is facilitated by the Governance Futures Lab (GFL) of the University of the Philippines – National College of Public Administration and Governance (UP-NCPAG). GFL is one of the laboratories under the Governance Reform, Innovation, and Transformation Research Laboratories (GRITS Labs).
